Multilanguage support

In SDATimer v1.3 add multilanguage support. It realized by language packages, then SDATimer run it automatically checking system language and change interface, if languge package for this language is in SDATimer program folder. Read localization.txt file at SDATimer program folder to try add your language support. See About dialog to view supported languages.
